About TV Fillers
- TV Fillers from the Central Office of Information
COI TV Fillers are health, welfare and safety messages for the general public. They are used by all major TV channels and are currently distributed to over 120 Terrestrial and Digital stations and the emerging Outdoor Media Sector which includes screens in shopping malls, GP surgeries and local authority outlets.
Promoting important issues that are relevant to today’s audience, COI TV Fillers offer reliable scheduling solutions and an alternative to programme trails.
- Format
They are available in a variety of lengths from 10 seconds to over 3 minutes and material can be delivered digitally (broadcast quality) or if you prefer by tape: Digi-beta, Beta SP etc. All films are available in 16:9 FHA, 14:9 or 4:3 versions depending on your specification. Emailable digital files (mpeg 2) are also available.
Fillers are free of charge and fully cleared by Clearcast. All relevant paperwork for current Fillers is available in PDF form in search catalogue.
- Editing
COI Fillers must not be edited, revised or added to in any way unless prior permission is granted by Moving Image Audio Content Marketing.
- Editorial Usage
You are welcome to use any current public information film in programming, once you have received approval from Moving Image and Audio Content.
Our Films are available free of charge to programme makers all over the United Kingdom, who may incorporate the material into magazine or consumer affairs programmes.
Ideally, the film will be shown in its entirety and the integrity of the film should be maintained at all times.

All public information films are crown copyright and cleared for all media use in unpaid time.
- All proposals to use Fillers in commercial productions must be referred to MIAC Marketing.
- Withdrawn Fillers
Fillers are withdrawn when their content becomes out of date or the broadcast rights expire. You will be sent an e-mail informing you of the withdrawal date when this happens.

May Priorities
To help your schedule planning, this is a list of our current Filler priorities.Here we are, already in May ! Armed Forces Day, on 30th June 2012, is the annual celebration when the nation can show its support to the Armed Forces. The Filler UNIFORMS put the date in the calendar, with the lively RAY WINSTONE doing the voice-over. The Filler is available as both a 60" and a 30" and we hope to give it full exposure during this build up in May and June.
We are also promoting 2 foodie Filler themes in May, the first being the ever popular 5 A Day healthy eating. The Filler STALLHOLDER is a fun look at eating fresh fruit and veg, featuring a cheeky young cockney lad keen to offer a girl a "date". STALLHOLDER is available as both a 50" and a 40".
On another foodie theme we have the Filler HIT FOR SIX , which teaches us to be more careful with remembering the hidden germs in the kitchen, as we approach Britain's Food Safety Week from 6th June. We see the innocent preparation of a simple chicken sandwich going wrong with the recipient suffering with food poisoning. HIT FOR SIX is educational but a fun Filler and is available as both a 60" and a 40".
Our final two Priorities this May are our Fire Kills campaign, always remember to check your smoke alarm. You will remember we Prioritised this in April, and we are doing so again because of this important message. Watch out for our Filler POST MORTEM.
Our final message for May is we urgently need more Blood stock ! More so than usual (30% more), due to the summer influx of people coming to the Queen Jubilee and to the Olympics. Not many of us actually volunteer, so help us get the message across, and schedule our Blood Fillers BLOOD CLUB & CHAIN.
